How do I responsibly report nuisance (barking) and possibly neglect of a neighbor's dog? - heated dog dish
I moved into a new apartment, there are about six weeks. Shortly after that I started to notice that the neighbors dog is barking continuously (on and off for almost 12 hours a day almost every day).
After much frustration, I finally decided to find the dog and take action today. Wrote a letter explaining to the neighbors that I have heard dogs and love, but excessive barking is a nuisance and a violation of city noise ordinances. I let them know that I put together, and housing management will contact the relevant authorities if necessary.
But an hour later and continued barking. I checked on the dog, and found no food or water from the source (it was a small Tupperware dish lame, and opens into the courtyard), the concern for a dog left "out in the heat all day.
I think my question is: Should I wait for the owner to go to read my letter and get in shape or because of my concern that the dog does not get enough food before you and alert the authorities ...?
